Business Improvement District #1, originally known as the Downtown Improvement District, was formed to build working partnerships, encourage investment and support initiatives for a healthier commercial district in downtown Fremont. In 2016, the BID yearned for further revitalization and sustainability and with the help of the Fremont City Council, Mayor, and the City Administer were able to develop the current BID. The BID #1 is a city comissioned board funded by taxes on buildings within the downtown district. This Board is involved with the promotion of the downtown. They advise for the use of the downtown occupation tax funds and hear appeals to the amount of tax.

Christmas Decorations
The BID #1 Board secured a grant that funded purchasing Christmas Trees, ornaments, stars, and wreaths & garland for D Street, H Street, and Broad Street in 2024. In 2025 they secured grant funding for the installation and storage of the trees and garland.
